Gotham returns to Fox on September 21st, and the first pieces of promo artwork have debuted through The Hollywood Reporter. They're pretty cool pieces of imagery, but also below is a first look at James Frain and Jessica Lucas as Theo and Tabitha, the new big bads in the series. Newly arrived to the troubled city, Theo will seem like a savior at first: altruistic and charming. However, beneath that facade lies a sinister centuries-old vendetta, and he and his sister plan on creating some chaos in the streets of Gotham. Sexy, violent and wielding a bullwhip, Tabitha will act as the lead enforcer for her brother Theo.
