Frequent tv bad guy Robert Knepper (Heroes, Prison Break) will add another villain to his resume when he appears in episode 14 of Arrow's second season as the Clock King, William Tockman. In the comics this character was a frequent torn in the side of Batman and the Justice League, as well as briefly being a member of both the Injustice League and the Suicide Squad. Apparently this incarnation of the Clock King “earned his nickname being a brilliant criminal who plans his crimes with the utmost precision, down to the second.” Knepper will also pop up in The Hunger Games: Mockinjay as 'Antonius'.
